What actually makes a proxy private

The word "private" describes access rights, not technology. CGNAT: the structural advantage of a private mobile proxy

Mobile carriers run Carrier-Grade NAT (RFC 6888). One public IPv4 address is shared between hundreds or thousands of subscribers simultaneously — commonly 500 to 5000 per address, depending on the operator and region.

This creates a dilemma for platforms. Blocking a mobile IP means blocking a whole neighborhood of paying customers, so platforms lean on soft measures instead: a captcha, a rate limit, a temporary challenge.
