Why WhatsApp is a different animal from Instagram or Facebook

The structural reason is CGNAT. Carriers share a single public IPv4 address between hundreds and thousands of subscribers, so blocking that address means blocking a small town of legitimate WhatsApp users. Platforms respond with soft measures — rate limits, extra verification — instead of hard bans. That is an architectural fact, not a loophole that gets patched next quarter.
